организация государственного управления на основе электронных средств обработки, передачи и распространения информации, предоставление услуг государственных органов (госорганов) всех ветвей власти всем категориям граждан (пенсионерам, рабочим, бизнесменам, государственным служащим и др.) электронными средствами, информирование теми же средствами граждан о работе госорганов. В России это понятие фактически сведено к электронной среде общения власти с гражданским обществом. На Западе, в первую очередь в США и Великобритании, оно рассматривается скорее как концепция, направленная на повышение эффективности деятельности государства в целом. Включает в себя свободу доступа граждан к государственной информации, перевод госорганов на безбумажное делопроизводство, установление для всех госорганов показателей эффективности работы на год и регулярный их контроль, проводимый как парламентом, так и гражданами, введение в госорганах пластиковых карт для идентификации государственных служащих, перечисления им зарплаты, расчётов по командировкам и т. д.
